the public is going to pay for on election day. terry mcsweeney joins us now from oakland with more. terry? >> 15 officers have either quit or retired from the oakland police department since july and the folks here at the police officer's association say the funding is there, replace them. but the city administrator and others are saying why do anything right now until we see what voters do about measure x on the november ballot. you will remember in july '80 officers were let go to close the city's budget problem. 15 are retired since then, two more are leaving next week and it keeps going. measure x would bring dozens of officers on the force by imposing a parcel tax of $360. between now and the election, it is a matter of public and officer safety to put every funded officer on the force even if just for a few weeks. >> if there's money to do this and they're underfunding us and said they were going to fund us a certain amount then bring officers back. if they have to lay them off next year, then we do but we at least have a full staff. they need to do that. >> we want to bring back on
that noise cause damage to your hearing? terry mcsweeney joins us now from the bart station in oakland. terry? >> yeah. the report this morning san francisco chronicle says for bart passengers it's loud. the passengers we spoke with said they already knew that but didn't know exactly how loud. and when we told them, the response was deafening. that is what it sounded like this morning as we rode bart in the trans bay tube. the reading of 100 decibels, the same as a jack hammer. you can't have a conversation. maybe the reason nobody tried to have one. the high-pitched irritation lasted perhaps a minute, not long enough to cause hearing loss. >> while you go on for hours and hours, this is pretty much 20 or 30-second stretch. >> johnson says the high-pitched screech is caused by the trains rolling over tiny ripples in the tracks which is caused by steel on steel and most prevalent where the elevation changes. bart riders talk about the jack hammer comparison. >> and that's a good analogy, definitely. jack hammer. >> definitely. >> jack hammer? well, i mean, it's hard to hold a conversation. so
us with more. >> well, cheryl, this is considered a crime scene and the san jose police have actually been here since just after 1:30 this morning. take a look. they are now clearing away most of the debray. a san jose police suppose person told me the driver of the car is 19-year-old jose antonio hernandez. he was treated for minor injuries at the hospital and then booked into the santa clara county jail on several charges, including two counts of vehicular manslaughter. the two passengers in his backseat of the green ford explorer died in this horrific crash. the passenger in the front seat suffered moderate injuries and is at a local hospital. the chp is not commenting yet on whether this was an actual pursuit or chase but police say a chp unit did make contact with the driver of the explorer at st. james and notre dame which is about eight blocks from here. the driver took off and lost control of hills car here at st. james and fifth street slamming into a parked jeep cherokee and then careened forward. >> after colliding with that vehicle, it continued eastbound and struck a util
